i just want to point out that the will of the "congress" is not the same as the will of the "people." in this particular case, they seem to be dramatically divergent. legalized gambling has taken off like gangbusters all across the country, and even the states that dont have full casino gambling have lotteries and in some cases horse racing. The gaming industry is doing booming business, and even pop culture seems to embrace the idea. every year there are new gambling-related television programs, and the WSOP is like christmas in july for millions of poker fans across america. online, gaming sees continued growth year after year, in defiance of the laws and financial roadblocks the US govt throws up to prevent it.

the will of the PEOPLE seems pretty damn clear to me. its about time our "representative republic" started doing its job: accurately representing the will of the people.
